 Standard magnitudes for RORSAT/Topaz satellites

 From Russell's observations (1980 Jan 01 to 1995 Dez 31) I have derived
 standard magnitudes (1000 km, 90 deg) for nine RORSAT and the two Topaz
 satellites.
