Kevin Fetter posted three observations of an object in a 63 degree orbit. My guess is that this is NOSS 2 (A). Unfortunately, it has not been observed since last May. The drag during the last 9 months could have varied quite a bit from what was observed at that time. Here are three elsets with different mean motions. The time uncertainty could be 3 or 4 minutes per day.
