My guess is this:

FIA Radar 4

This plane orbit is directly between that of FIA Radar 1 and FIA Radar
2, such that all four FIA Radars are separated by 90 deg in RAAN. The
mean anomaly is estimated for a launch when this plane passes over
Vandenberg at 12:16UT on February 10. In practice it could launch
early or late as the Atlas V which launched FIA Radar 3 (NROL 39) did
a dog leg maneuver shortly after launch. NROL-45 is using a Delta IV
so it may not perform a dog leg. We'll see what happens.
