Derek Breit, Pierre Neirinck and Alberto Rango, contributed observations
used to determine the following element set:

Using Satevo 0.51, I estimate decay no later than early 2010 Feb 19 UTC.

It would be prudent to allow for at least 60 s early arrival tonight.

The visibility window continues to move south. Here at ~44 N, I now have
good passes. The southern edge of the window extends to ~35 N, where passes
are fairly low; Derek made his observation under those conditions.

It is overcast here, and forecast to remain so through Feb 19. Of course,
    forecasts change.
