    Alberto Rango, Mike Waterman, and I, contributed observations used to
    determine the following element set:

    Using Satevo 0.51, I estimate decay no later than 2010 Feb 19.
    
    Alberto reported the following observations, about 12 deg in the north:

    The orbit based on few points, so it is not as quite as accurate as implied
    by the low residuals. It was only a few seconds early the past two nights,
    but its rate of decay can jump suddenly, so it best to be prepared for at
    least a 30 s early arrival relative day-old elements, and 60 s would not
    hurt.
    
    I am unlikely to be available tommorow between 17 h and 01 h UTC, so any
    heads-up reports would be best sent directly to the list.
