    The object #33006 Kosmos 2421 deb mentioned in the article was no way near 
    passing over Mexico in a window of several hours around the time mentioned. In 
    addition, an element set is available for the object for 0.75 days after the 
    "impact" event.
    
    So I say "no" to this one
