The shape of the NOTAM is very interesting (it doesn't look quite as interesting in the pdf that you show as it does on Google Earth because of the change in aspect ratio.) My simulations of the interception, which I will post tomorrow on http://mit.edu/stgs/spaceprograms.html when I get into work and have our web guru put it on, indicates that the northern "lobe" of the NOTAM is clearly intended to allow the debris from the interceptor, after it picks up some velocity from the collision, land in a "safe" zone. Any observers in Hawaii should look in that direction (some 60 to 65 degrees West of North and some 770 miles from the big island. Perhaps observers on Maui would have a better chance of seeing it? Unfortunately, it will be daylight and they will be looking into the sun, but perhaps there will be some fireballs?)
