    I think there is a licence fee for vec2tle and it's a little stout.
    
    There is some open source code that accomplishes the same thing here:

    Save the file to your computer and open it with a text editor or a C 
    compiler/environment.  You can incorporate the algorithm into your own 
    program to calculate SGP4/SDP4 mean elements from state vectors.
