There is some open source code that accomplishes the same thing here: http://www.coastalbend.edu/acdem/math/sats/rv2el.c Save the file to your computer and open it with a text editor or a C compiler/environment. You can incorporate the algorithm into your own program to calculate SGP4/SDP4 mean elements from state vectors.
