I would suspect that the orbital characteristics of these objects are driven by the operational requirements of the COBRA BRASS infrared sensors they carry -- perhaps further analysis of that possibility would be worthwhile. Speaking of COBRA BRASS, one of them, CB-E, seems to have been installed on USA 137 (98005A) -- are orbital elements available for it?
