The highest post-collision speed of any debris traveling in the forward
horizontal direction I have found so far, involves object 30239, with an
orbit of 849 x 3632 km. That object left the impact point with a forward
horizontal speed of about 7.15 km/s.

The Feng Yun 1C had a pre-impact horizontal speed at about the same altitude
    of about 6.6 km/s.

The difference was caused by the collision.
