    No it isn't its a page on the ESA site, linked from
    http://www.esa.int/esaCP/SEMMTBYEM4E_index_0.html. At the top right hand of that page
    is a link labelled observational details. A click takes you to
    
    http://www.rssd.esa.int/index.php?project=ROSETTA&page=Earth_Flyby
    which shows a map for Lieden, Netherlands. Unfortunately no maps
    for an UK towns. So I suggest you use JPL Horizons, setting up you position manually,
     as suggested by various other
    list members and the last web page mentioned above..
