I hope this is close to on-topic. I'm including the links below
because some may find them to be fairly interesting reading. I
think it's now solved for sure, if not over-solved, and I won't
    write about it again.

Space-Track.org replied that "TIP" stands for "Trajectory Impact
Prediction". Based on that and searching on "impact prediction"
(Why didn't I think of that in the first place?!) I found that
    exact term in this document:

USA FEMA "National Warning System Operations Manual", section on
"Atmospheric Space Debris Reentry", page 2-6, b.(1) --
    http://www.fema.gov/pdf/library/1550_2.pdf

That says that FEMA officials are to get re-entry predictions
on the last few revolutions before re-entry.

    Same/similar/related terms:

EPA: Federal Register: "Licensing and Safety Requirements for
Operation of a Launch Site" --
    http://www.epa.gov/fedrgstr/EPA-IMPACT/2000/October/Day-19/i26088.htm

"Expected casualty calculations for commercial space launch and
    reentry missions" --
    http://ast.faa.gov/files/pdf/Ac4311fn.pdf

Here are pages with the listed variants:

    "Tracking and Impact Prediction" --
    http://users2.ev1.net/~mmccants/faq/Chapter-05.txt
    http://www.satobs.org/seesat/Dec-1998/0346.html
    http://www.fas.org/spp/military/docops/usspac/r10_5.htm
    http://www.fas.org/news/reference/lexicon/act.htm

"Tracking Impact Prediction" (Mike McCants sent the first one
    to me earlier today.) --
    http://www.au.af.mil/au/awc/awcgate/au-18/au180008.htm
    http://www.intelsat.com/resources/glossary.aspx?letter=T

"Terminal Imaging Radar Tracking and Impact Prediction" (TIP) and
"Telemetry Impact Prediction System" (TIPS) -- just the acronyms --
    http://www.lib.cas.cz/www/space.40/ACRONYMS/TACRON-T.HTM

"Target Impact Prediction" -- just acronym --
    http://www.fas.org/news/reference/lexicon/act.htm

Another term I saw was "Instantaneous Impact Prediction" (IIP).

Still clouds with chances of rain, but the weather may improve
    here next week.
