    "TIPS" was (and may still be) the name of the program used to determine
    if/when an object would/could re-enter.  The output is used to monitor and
    report decay objects.  Obs identified by TIPS would be placed on what was
    called a "Tipper List" and be monitored for additional obs.  When confirmed,
    a decay message was generated.  I suspect this is a vestige term being used
    by Space-Track.org.
    
    I'm unable to recall the acronym for TIPS...age will do that.
