The "STcookie" program composes a "post" request and logs into
space-track.org and obtains a "cookie" that is valid for two hours.

wget version 1.9 and above does support a "post" request.

Thanks to the STcookie program and the information provided with it,
I have figured out how to use wget both to log in and retrieve the
full catalog under both Unix and Windows. This means that you do
not have to use the STcookie program.

    Full details at http://users2.ev1.net/~mmccants/wget.html

I have not yet attempted to figure out how to retrieve individual tles.
