1. Did anyone receive a SeeSat-L Digest #57?  It would have 
been some days ago.

2. On the Space-Track.org site, what does the term "TIPS" mean?  
I sent a message to ask about it, but they never answered it.  
It appears on their pages about decays, and maybe other places.   
Do they have a glossary that I've missed?
