Russell Eberst's observations of Feb 9 UTC reveal that Bjorn Gimle's of Feb 8
were too late by about 10 s - probably a reduction error of some sort. It is no
big deal, and hopefully Bjorn will be able to recover the correct times.

In the meantime, I have scrapped my elset of epoch 05039.75403202, which was
based on the erroneous data, and produced this new one for the following day:

    USA 129 15.0 3.0 0.0 5.3 v
