Read on www.space-track.org :

The NASA OIG website is currently experiencing technical difficulties. 
The problem is being investigated, but there is no estimate at this time 
for when the service will be restored. Updates and operation of the 
Space-Track site are not affected. Status updates will be posted on 
the Space-Track web site as appropriate and an update will be posted 
when service is restored to the NASA OIG web site.
