This sounds very much like a publicity stunt. It is also an excellent example of media failure. I don't think I need to go into detail as I'm sure most will see them as well, but I counted at least four gross errors regarding satellites as well as a few questionable statements. I recently had an email exchange with a local radio station news director. There were two space related stories, one saying that the Mars rovers had found the mineral hematite in the water on Mars, and the other saying that Columbia was on it's way home from the International Space Station. Sad, isnt't it?
