Very late appears SPACECOM'S FINAL REPORT - prepared Jan 31, 14:44 UTC -
at the OIG message board and shows the decay on
   31 January, 04:16 UTC +/- 29 minutes (24.4°N, 09.7°E)
on an northbound pass over Mauretania. 
This looks too early. Here for a comparison the results of the
other forecasters:
    Alan Pickup:    04:37 UTC +/- 30 minutes
    Harro Zimmer:   04:47 UTC +/- 11 minutes
    AEROSPACE CORP: 04:59 UTC +/- 01 hour
