I used 11x80 binoculars to observe the location of the Centaur for the entire duration of its final burn, but I saw only stars. The sky was clear. I observed off an on for more than 1 h after payload separation, mostly using 11x80's, but saw no sign of the propellant dump. Clouds are rolling in, so I have quit observing after one last look, on 2001 Feb 28 at 05:20 UTC. I found confirmation on Spaceflight Now that a dump was planned, but I have no idea of the time.
