If I'm not mistaken, these are (classified) military satellites. The TLEs for use with a prediction program should be in the "classified" TLE file on Mike McCants' Site: http://users2.ev1.net/~mmccants/tles/index.html. I'm pretty certain they're in his "alldat" file....
