1994-008F (#22986) Proton Upper Stage "Debris".  
The RCS and the ballistic coefficient looks like an Auxiliary Motor and not like
a piece of debris. Maybe a misidentification by SPACECOM.

SPACECOM'S  FINAL REPORT - prepared Feb 15, 14:07 UTC shows the decay on
               15 February, 12:25 UTC +/- 18 minutes  (21.8°S, 28.8°E)
on a descending pass over Zimbabwe.

My final analysis with MPM + REENTRY delivers with the ELSETs 01046.108... -
01046.480... the decay on
              15 February, 12:20 UTC +/- 11 minutes  (10.42°S, 17.89°E)
on the same pass over Angola.
