I have derived the following elements using observations by Jim McManus and
Greg Roberts, from 2001 Jan 25 - Feb 03:

USA 116         15.0  3.0  0.0  5.1 v
1 23728U 95066A   01034.96357060  .00026075  00000-0  58151-3 0    08
2 23728  97.8917 148.6250 0452443 157.6491 204.4995 14.77998291    06

Mean residuals are less than 0.01 deg.

This revision of my previous elsets near the same epoch, incorporates Greg
Roberts' corrected position of his 4th point of 2001 Feb 03.
