    Herewith observations of USA 116 evening of 03 Feb 2001 (UT) reported
    in usual IOD format:

    Due to the low elevation , ranging from 10 degrees to about 14 degrees,
    the CoSaTrak system was near its limit in terms of satellite brightness.
    Despite a satellite magnitude of about 7.5 the satellite was very faint
    due to proximity of a motor freeway which brightens up the south eastern
    sky quite considerably.
