    I observed this object flashing to magnitude +1 with a period of 15 seconds
    in late December 1999.  I have a notation for it in my QuickSat magnitudes
    file, "can tumble to 0?", which generally means that someone on this list
    had earlier reported a bright flash from the object.  Many of the DMSPs
    flash like this.  I have seen a few spectacular glints from some of them.
