Checking on OIG I see that OIG is indeed issuing elements
at a rate expected for polar orbits crossing the SPASUR "fence"
I dont have visiblity of this object yet, since it passes
are in daylight. I will observe it in southern spring/winter
if there is some reason to supplement US SPACECOM's observations
If only in memory of all the old ballon satellites,
starting with 61 04 A
