According to SpaceFlight Now (and Reuters), the Astro-E (Japanese X-ray astronomy satellite) launch failed: http://www.spaceflightnow.com/news/ but it's not clear to me if it never achieved orbit or went into a wrong orbit. No elements on OIG yet (about 7:00 UTC Feb 10).
