From the Space Flight Now web site:

Feb. 8 Soyuz-Fregat Test Flight. Launch time: 2320 GMT (1820 EST)
    Launch site: Baikonur Cosmodrome, Kazakhstan
The first launch of a Soyuz rocket with a Fregat upper stage will place an
Argentine satellite into orbit. The German Inflatable Reentry and Descent
Technology reentry-shield also will be tested. After five orbits of Earth,
the IRDT will separate from Fregat. Both will inflate shields, reenter and
    land in Russia.

Should be interesting to see the shields deployed as no doubt they'd
increase the visiblity of the objects, provided conditions are right.
