    This seems to be the latest of the fourth-generation ELINT satellites
    (Cosmos 1603 et seq.).  It's interesting that the Russian military is still
    flying them, as both the booster and the satellite are made in Ukraine.
    Perhaps they're just using up existing inventory.
    
    The satellites, BTW,  apparently use the bus that was proposed for an
    improved Okean satellite; I don't know if it was ever flown in that role.
    The 1989 edition of Nick Johnson's Soviet Year in Space has a drawing of it
