In a personal communication Alcir Cara submitted more information about the
event: The data was January 26 - not 25, around 09:30 UTC (12:30 local time).

It seems evident that it was a fireball and not a decaying satellite. On
January 26 we saw only one decay: 1983-025A (#13954) MOLNIYA 1-57 more then 10
hours later.
