Using this SatEvo derived elset:

NORAD( 2)=16187
1 16187U 85099A 99039.22969276 .36131023 23865-1 32833-2 0 92297
2 16187 61.6061 134.1785 4413114 261.6201 47.5931 6.95477599 97714

I suspect from this OIG elset provided by Alan:

Molniya 1-65 11281 x 99 km
1 16187U 85099A 99038.63600547 .32351017 14147-5 32533-2 0 2292
2 16187 61.6817 134.6898 4632552 261.5512 45.3203 6.54907926 97676

I am reasonably certain I observed it from Falcon, CO USA at 06:22:09 UT
on 8 Feb 99 at RA 13:46.4 (hh:mm.m) and DEC +48.63 (dd.dd) (J2000). It
was about 1 minute early. Magnitude in the 10-11 range. No fluctuations
noted.

Altitude about 9630 km: range 11430 km; Skymap phase angle 117.6

This one is not a binocular object at this range.
