Even though you are now predicting a 23:15 decay, I'll have a look for the
earlier pass.  It is almost directly overhead for me at 44.231 N 76.511 W. 
It won't be dark but if the rocket is re-entering it will be dark enough I
suspect.  The weather does not look good but that has been the case for two
months!   :-)
