Jay,

I still use Element Manager, but on Widows 7.
Don't know if it will run on Windows 10.

If you want I can mail you the program.

Element Manager reads the TLE's downloaded from Space-Track.
You can sort on one of all of the parts of the TLE, descending or ascending.

I mostly use it to update the RAEfiles with recent and old TLE's.
