I misread, that was todays time. It indeed says 9:24 PST/16:24 UTT for December 13.

I think the 9:24 PST is a typo and should be 8:24 PST. The ISS orbital plane
crossing shifts backward in time by ~22 min/day. 8:24 PST is 22 min earlier than
the initial 8:46 PST.

So the elset I provided earlier would be correct, assuming they mean to launch
at 16:24 UT:
