XSS 11 decayed last year; its rocket is in a much higher orbit. Sar Lupe 2 (07030A / 31797) seems a good match. It was
last observed more than one year ago:

1 31797U 07030A 13157.10250715 .00000500 00000-0 18475-4 0 02
2 31797 98.1679 115.4248 0003000 297.7833 62.2166 15.27757386 00

When precessed to the epoch of the UNID, RAAN agrees to within 0.3 deg.
