Apologies for resurrecting an old thread, but I would just like to point out that Ted's original theory from the April launch attempt (the North Korean's couldn't launch into SSO directly) was spot-on. It appears that they did in fact do a dog leg to hit a sun-sync inclination, just with the third stage instead of the first.
