USA 32 flickering

    Hello everybody,
          On the evening of 21Dec08 and again on the evening of  22Dec08 I
    observed USA 32 (1988-078A). On both occasions it was flickering
    (brightening and fading) many times per second...too rapidly to
    estimate. It was as if it had a rapidly rotating component attached to
    its hull. On both nights I observed several other satellites at similar
    elevations without noticing anything odd. I would have assumed that with
    a 1988 launch USA 32 would be inert, but maybe not.
          Any thoughts on this matter would be appreciated.
