    This obs has the same time as the previous obs.
    Kevin has informed me that the correct time is 3:57:11.7:

    If I fit a circular orbit to his observations, I get a much higher
    drift rate than the tle that he posted:
    
    1 99001U          06358.97226378 0.00000000  00000-0  00000-0 0    08
    2 99001   2.1602  12.5174 0001000   1.1635 358.8365  0.97400000    07
    
    It is clear from his flash times that the flash period is very
    close to 73 seconds.
