Sich launch

    Hello,
    
    According to the latest 2-line orbital elements of Sich 1M, Kosmos 2412 and 
    its Tsyklon 3 launcher it seems that something went wrong.  Those three 
    objects are left in a 281km x 639km orbit.  Shouldn't this be a circular 
    orbit ?
