It appears this has been catalogued as 28132 2003-59-A The satellite is reported to be in an elliptical orbit and then will be geostationary with coverage of Middle East, Central Europe, and the East Coast of the United States. Therefore it appears there may be opportunities for observation from some parts of USA. Any TLEs for this yet?
