Yes, radio reports are off-topic here, but I am not upset to see an occasional
    one.

In fact, I am considering a policy change that would permit radio reports as
long as they relate to the activities of visual observers. For example, orbit
determination of objects in secret orbits through analysis of their
transmissions' Doppler shift, or through the use of the Navspasur fence.

One of my most exciting projects was collaborating in the identification of a
mysterious signal on 432.88 MHz in late summer of 1989. Using precise
Doppler-shifted frequency vs time, and AOS/LOS times, observed over several
weeks by a radio observer, I was able to determine the orbit, and identify the
    object:

    KH 9-16 ELINT 1.1 0.0 0.0 8.2 d
    1 11852U 80052C 89239.52528800 .00000000 00000-0 00000-0 0 06
    2 11852 96.5000 65.0000 0000000 0.0000 0.0000 12.82980000 00

Working independently with other radio observers, Pierre Neirinck determined a
similar orbit. When I logged onto to my Internet account to e-mail my
identification, I found Pierre's announcement had arrived in my mail box less
    than an hour earlier.

I tried to spot it in the above orbit using 11x80 binocs, but it proved too
faint. David Brierley tracks it today using a telescope.

It is an even lower volume list than SeeSat-L, but I have received nearly 300
messages over the past year, so there must be something wrong with your
subscription. Here are some URLs that may be helpful in trouble shooting:
