    I know little of the history and technal aspects of NOSS launches so
    I may be barking up the wrong tree but...
    
    Have previous NOSS launches exhibited similar behaviours? Perhaps an
    analysis of archived NOSS TLE's might show something?
    
    Could the previous launch where only 2 birds appeared have had a
    third bird that was missed? With all the focus on the two birds that
    did appear could a third have been secretly deployed unnoticed since
    all eyes were on the other two? Is there historical precedent for
    such an event?
    
    Admitedly far fetched but since I know little about these things and
    am unable to check for myself I thought it best to throw out to the
    experts.
