SCC has as yet registered only one of the 3 1415 kg GLONASS
    payloads as #27617 (2002-060A) aka Cosmos 2394.

    #27618 must be Cosmos 2395
    #27619 must be Cosmos 2396

Registered is #27620 (2002-060D) - It looks like the upper stage.

I am still missing the "Platform" aka casing and the 3.stage of
the Proton booster. Our experience from the last GLONASS launches
had shown a very early decay of these objects, sometimes over the
    western parts of the USA.
It is very possible that the "Platform and the 3. stage are
now decayed but have the SCC both not registered? Was it -
in respect to the 3.stage - a suborbital flight profil as we
have seen in the past with heavy communication payloads? But
the casing is a part of the DM stage....
