    That's the MEPSI experiment. It two very small satellites attached together 
    by a tether. It was Funded by the Defense Advanced Research Projects Agency 
    (DARPA)

    Mike McCants just told me about this.  There's apparently something
    else up there in the same orbit (27562 below).  Did they drop
    something on a spacewalk?
