Yes, Zarya and Zvezda both have thrusters, but I think they use the Progress vehicle's thrusters first, since it's disposable. But the Zvezda thrusters are the main ones they use now, I believe...they get topped up from the Progress before it leaves. Don't know about the minimum distance, but it's probably measured in km or tens of km.
