The earlier pass of this object was missed. I claim distraction by 99 39B 
the Okean O rocket!! This object is no longer tumbling rapidly, was varying smoothly between mag 3 and mag 4.5 with a period near 10 seconds. It has a mean motion
very close to that of USA 129, and nearly same inclination, and RA of node.
