I have updated the elements using observations by Tony Beresford, Jim McManus
and Greg Roberts, during 2000 Dec 01 - 03 UTC:

The following elset makes use of Greg's point of 03 Dec:

    USA 129 15.0 3.0 0.0 5.1 v
    1 24680U 96072A 00338.85283565 .00037762 00000-0 50012-3 0 09
    2 24680 97.8654 38.9395 0519560 151.1593 211.9556 14.74856549 01

Mean residuals are about 0.01 deg.

The following elset replaces the one I posted yesterday. This version makes use
of more precise site co-ordinates provided by Jim McManus:

    1 24680U 96072A 00338.58143519 .00038327 00000-0 50559-3 0 07
    2 24680 97.8660 38.6743 0520005 152.1737 210.8258 14.74838223 05

Mean residuals are about 0.02 deg.
