Addendum to my previous statements:
Though VEC2TLE can produce useful elsets for years after New Year,
it cannot use its own elsets for 2000-2009.

Iridium 0000   
1 24792U 97020A   00003.06858572 -.00000147  00000-0 -59428-4 0  3053

re-epoched to asc.node after a zero delta-v gives

but when this elset is used you get:

(bad Epoch,RAAN,AOP,MA,N)

Other incorrect elsets are generated from epoch 0003... 00  3... and
1003... Conclusion: VEC2TLE needs Input TLE Epoch days zero-filled
to five digits (and the full 2000DDD.ddd format for ignition time)
