SV: question about 24 turnaround of VAB launch

Since the target orbit plane is sun-synchronous, (any) launch site passes
through it at the same time each day.
And since there is no target along the orbit (or any other plane, like the
EORSATs and USA 116/129 and STS/Hubble...) there is no reason to pick any
other time.
