USA 144 position observation

	Observing USA 144 (#25744) through binoculars Sat night, I 
attempted my first real position measurement.  At 05 Dec 1999 02:48:38.8
UTC it was at RA 00h 56' 49", Dec 60d 15' 8".

	Observing position is 29.4695 N, 98.657583 W, alt 213 m.

	Additionally, it was around +5.5 when I spotted it. After I
measured the position it brightened to about +4 for 20-30 seconds, then it
went back down to +5.5.
